UNION — A New York man was arrested this weekend for allegedly hitting a woman in the face in Aug. 2009.
Cedrick Obryan Neal, 30, 2185 Second Avenue, #8B, New York, N.Y. is charged by the Union Public Safety Department with criminal domestic violence. He was also arrested on two magistrate’s bench warrants.
The incident report states an officer was dispatched Aug. 9 to 219 S. Church St., Apt. C4 in reference to a report of a break-in. When the officer arrived, the report states he found the victim in her car which was parked beside the apartment. The victim said that Neal broke into her apartment and hit her in the head with his fist. She said this had happened around 9 a.m. that morning and she’d called the police but no one came. The woman said Neal was still in her apartment.
The officer then knocked on the apartment door which was answered by Neal. The report states Neal told the officer that he lived there with his girlfriend and that he had clothes there. The victim also told the officer that Neal had clothes there.
Neal denied striking the victim, claiming that she’d hit him instead. When asked by the officer where the victim had hit him, the report states Neal said in the face.
In examining Neal’s face, the report states the officer didn’t see any marks, but did see mark on the forehead and under the left eye of the victim.
The officer then had the victim come to the public safety department where she gave a written statement about the incident. She was also given a victim’s form and photos were taken of her injuries.
Based on the victim’s statement and the marks on her face, a warrant was signed for Neal’s arrest. He was arrested late Saturday night.
As for the victim’s statement that she called the police after being hit by Neal but nobody came, the report states the officer who initially responded to the call said he’d went to apartment but could not find the person who’d called dispatch.
The following incidents are being investigated by the public safety department.
It was parked in a church parking lot but that didn’t stop a thief or thieves from stealing a Union man’s car.
The incident report states an officer was dispatched Sunday morning to 309 S. Church St. in reference to the theft of a vehicle.
The victim said he’d parked his red Honda Civic across the street in the church parking lot at 320 S. Church St., around 8 a.m. When he came out just after 9 a.m. he noticed the car was gone even though he had both sets of keys.
The officer the called dispatch and asked if any cars had been towed from South Church Street and was told no. He then checked the area for the vehicle but could not find it.
The car has an estimated value of $2,000.
Three hours was plenty of time for vandal or vandals to damage a woman’s car Sunday night.
The incident report states that an officer was dispatched Sunday to a parking lot at 221 E. Main St., in reference to the vandalism of an automobile.
The victim said she’d parked her silver 2001 Lincoln Continental around 8:30 p.m. and when she came back around 11:30 p.m. she noticed there was a scratch on it.
The officer observed what the report describes as a deep scratch on the rear passenger door.
The victim said he brother had washed her car earlier that day and the scratch wasn’t there at the time.
The officer too photos of the damage to the vehicle and told the victim that the matter would be turned over to the department’s investigators.
Damage to the vehicle was estimated at $1,000.

Jada Leigh Lipsey, 27, 1051 S. Jonesville Highway, Jonesville, charged Saturday with open container.
Dierris Gerard Jeter, 20, 254 Harris St., Jonesville, charged Sunday with consumption of beer by a minor and open container.
Robert Edward Smith, 46, 132 Callahan Road, Union, charged Saturday with disorderly conduct.
Kimberly Betrice Lipscomb, 39, 1208 W. Main St., #5A, Union, charged Saturday with disorderly conduct.
Cecil D. Coats, Sr., 58, 233 Long 12 St., Union, charged Saturday with fighting.
Debra Ann Lanier, 36, 121 Barnado Road, #6, Union, charged Saturday with fighting.
Michael Wayne Poole, 40, 408 Meansville Road, #18, Union, charged Sunday with drawing in affray.
