Union City Council voted unanimously Monday to approve first reading of an ordinance transferring a .33 acre strip of land in Monarch to J.O.C. Real Estate, LLC.
City Attorney William E. Whitney Jr. said that the property was deeded to the city in 1908 by the John A. Fant Estate Co. Whitney said the land was originally intended to be used as a street but was never opened. He said it is designated as Aetna Street on the property plat.
Whitney said the property — located off East Main Street — is outside the city limits. He said that until recently no one knew that the city owned the land.
The ordinance states that a “new retail establishment may open on East Main Street” if the city transfers its land to J.O.C. Real Estate, LLC. Whitney said it is his understanding that the company is hoping to sell or lease the property to Dollar General.
Carlisle Oxner III, president of J.O.C. Real Estate, LLC, said the property is located next to Kirby’s Cake Shoppe. He said plans are to sell the site to a developer who will build the store.
In other business, council voted unanimously to approved first reading of an ordinance giving city staff the authority to enter into a lease-purchase agreement to finance the purchase of a garbage truck. The purchase of the truck was approved in January and the ordinance allows city staff to seek bids from banking institutions for the lease-purchase agreement.
The truck, which will be purchased from Amick Equipment, costs $247,000. Under the ordinance, the lease-purchase agreement may not exceed $250,000. The additional $3,000 would cover any legal fees, sales taxes and other expenses associated with purchasing the vehicle in this manner.
Finance director Walker Gallman said that if the city can’t obtain funding for the lease-purchase agreement within the limits set by council, the city will buy the truck outright.
