Carlisle to hold third food distribution Wednesday

CARLISLE — The Town of Carlisle is once again teaming with a Jonesville church to distribute food to the needy of the community and with an area non-profit to provide low-income families with the opportunity to apply for summer utility assistance.

Mayor Mary Ferguson-Glenn announced Monday that the town will again team with The Potters Storehouse in Jonesville to distribute food to the needy of the Carlisle area from 9:30 a.m.-12:30 p.m. Wednesday. The distribution is part of the ongoing partnership between the town and the Jonesville area church which provides food and non-food items such as clothing for needy families throughout Union County. Wednesday will be the third time less than a year the church has provided the town with food to distribute to the needy of the Carlisle area.

In November, volunteers and town officials distributed 80-100 boxes containing food supplied by the church that provided needy Carlisle area families with the ingredients for Thanksgiving dinner. In March, approximately 100 were given boxes of food containing items such as chicken and sausage, pastry, bread, pasta and spaghetti sauce, corn and other vegetables, canned beef stew, and drinks.

Wednesday’s distribution, like those in November and March, will be held at the Carlisle Town Hall.

“Once again we’re attempting to provide services to those in need in the Carlisle area,” Ferguson-Glenn said. “We’re thankful for to the Potter and Carolina Communication Actions for bringing these services to the Carlisle area.”

Utility Assistance

While volunteers and town officials distribute the food provided by The Potters Storehouse to the needy, representatives of Carolina Community Actions, Inc. (CCA) will also be at the town hall to sign up low-income families for a program that assists them with their summer power bills.

“It’s called the Direct Assistance Cooling Program,” CCA Case Manager Jessica Skinner said Monday morning. “It’s for the elderly, the disabled, and families with children 5 and under or no income.”

Skinner said persons wanting to apply for the assistance must bring with them their photo identification, their Social Security card, proof of household income, and their unpaid bill.

“We will review those and determine how much they are eligible for,” Skinner said. “Once that’s determined a lump sum will go into a cooling account for them with their utility company which will assist them in paying their monthly utility bill.”

Skinner said the cooling assistance program usually runs through September or October.

Carolina Community Actions, Inc. is a private non-profit corporation whose mission is to promote self-reliance of income eligible individuals and families by forming partnerships which will provide a systematic reduction of the causes and conditions of poverty. Its programs are funded through the Department of Health and Human Services and administered through the Office of Economic Opportunity (OEO) in Columbia.

Ferguson-Glenn thanked both The Potters Storehouse and the CCA for helping the town service the people of the Carlisle community.

Assistance Programs

In addition to the Direct Assistance Cooling Program, CCA provides a variety of other assistance to low-income families including water, air conditioners, fans, mortgage and rent. CCA also administers a family assessment program to assist with obtaining employment, license for Certified Nursing Assistance, books, supplies, General Education Degree, child care and youth leadership programs.

As with the Direct Assistance Cooling Program participation in all other CCA programs is based on the applicant’s total gross household income during the past 30 days. CCA takes applications for emergency and non-emergency cooling bills, air conditioners, water, mortgage and rent Monday-Thursday, from 9 a.m.-4 p.m. at 201 E. Main St., Suite A., Union.

The programs provided by the CCA include LIHEAP (Low-Income Home Energy Assistance Program); GEAP (General Emergency Assistance Program); and the Duke Energy Project Share Program. Through these programs eligible households can receive benefits ranging from $50 to $1,000. The following is a list of required documentation:

Non-Emergency Assistance — LIHEAP

1. South Carolina picture ID with current address matching the electric bill, rent or mortgage address.

2. Copy of the current unpaid electric bill (must be in the name of the applicant or household member)

3. A receipt indicating the disallowed charges on the electric bill have been paid.

The following are considered disallowed charges: water, sewer, sanitation, outdoor lights, light/wood poles, city/county fines for late garbage bin pickup, voluntary round-up fees, meter tampering charges, security systems and returned check fees.

4. Social Security cards for all household members

5. Proof of total gross household income for the last 30 days. Additional documentation may be required based on employment/unemployment status.

6. Household members 18 years or older with zero income, must have a current printout of

Form 01 and Form 07 from the SC Employment Security Commission and a current Job Search printout.

7. All Social Security recipients must provide a 2012 Award Letter from the Social Security Administration indicating the monthly benefit. Disabled individuals must provide a BPQY Award Letter.

Emergency Assistance — LIHEAP

1. Above items: 1-7

2. Items needed from your utility vendor:

City of Rock Hill — last two (2) original bills and a current stamped account history from the Account Management Division.

York Electric — last two (2) energy bills.

Duke Energy — last two (2) energy bills and delinquent notice if received.

3. Must provide clear documentation of the emergency which occurred within the last 90 days i.e. decrease in household income, car repairs, emergency medical.

4. A receipt or money order for the balance of the amount CCA cannot pay.

Mortgage, Rent, Water Assistance — GEAP

1. Above items: 1-7

2. Copy of the lease agreement (must include all household members) and the eviction notice from the landlord or magistrate’s office

3. Must provide clear documentation of the emergency which occurred within the last 30 days i.e. decrease in household income, car repairs, emergency medical. A receipt or money order for the balance of the amount CCA cannot pay.
