Jordan Wesley Smith, 17, 128 Powell St., Union, is charged by the Union Public Safety Department with disorderly conduct and possession of drug paraphernalia. Secrea Lamonte Arnold, 18, 201 Hilltop View, Union, is charged by the public safety department with shoplifting.
The incident report states officers were dispatched Friday evening to 513 N. Duncan Bypass, Union, in reference to a shoplifter. They arrived just in time to see a male run from the home and living entrance of the local business to the parking lot. Two of the officers pursued the man on foot, observing him get into a tan Jaguar Sedan. One of the officers ordered the man out of the vehicle and that was when he pulled a radio amplifier out of the front of his pants. The man, who was later identified as Arnold, was placed under arrest for shoplifting.
One of the officers walked over to the driver side of the vehicle, identified the driver as Smith and advised him to stay in the car. The officer then went back to the passenger side to talk to the store’s loss prevention officer. The officer said he observed Arnold select a 400 watt amplifier, remove it from its box, place it in the front of his pants, then proceed to a register where he purchased a set of wash rags. Arnold then proceeded out of the building and once outside took off running when the loss prevention officer told him to stop.
The loss prevention officer tossed the bag containing the wash rags onto the front passenger seat of the Sedan. The report states Smith became irate and started to argue with the loss prevention officer about throwing things in his vehicle. The loss prevention officer said he didn’t want to get near the vehicle, adding since the merchandise was purchased by Arnold they were rightfully his.
Smith was still being loud and boisterous and wanting to fight the loss prevention officer, according to the report, and opened his car door to get out after being told to stay in the vehicle. He was placed under arrest for disorderly conduct. While waiting for a wrecker service, the report states an officer conducted an inventory of the Sedan and found a silver container with what was believed to be marijuana residue inside it. The report states the container is used for grinding down marijuana to be rolled and smoked. Smith was then charged with possession of drug paraphernalia and both he and Arnold were transported to jail.
The following incidents are being investigated by the public safety department.
A woman woke up Friday morning to discover someone scratched her silver 2008 Chrysler 300 during the night. The $2,000 worth of damage was done sometime between 10 p.m. Thursday and 9 a.m. Friday while the vehicle was parked at 134 Horseshoe Circle, Union.
Storm Door Shot Out
A man said someone fired at him with an Airsoft gun and hit the front glass storm door at his mother’s house at 125 Highland Drive, Union, on Monday afternoon.
The incident report states the man said he was outside around 4:15 p.m. when a brown, late-1980s or early-1990s car driven by a white male drove by the house. The back window of the car was open and someone started shooting at him with an Airsoft gun. Some of the Airsoft bullets hit the storm door causing the glass to shatter. He said he didn’t see who was shooting at him because the windows were tinted.
The officer noticed the front glass storm door had been shattered and green Airsoft bullets lying on the porch along with the glass. Damage was estimated at $500.
He walked into the store for a few minutes Saturday afternoon and when he came out a Fort Mill man discovered someone had stolen his truck’s navigation system.
The incident occurred shortly after 2 p.m. at 323 N. Duncan Bypass, Union. The victim said he went into the store and it was just a few minutes later, as he was leaving the parking lot, he noticed the passenger door of the black 1996 Ford F-150 looked as if it had been opened. He then noticed someone had stolen his navigation device from the front floorboard of his truck.
There were no signs of forced entry because the truck was left unlocked. The victim said before entering the store he took the Garmin Pilot C550 off its mount and put it on the floorboad.
The device has an estimated value of $300.

Lisa Kaye Burke, 34, 1147 Littlejohn Road, Pacolet, charged Thursday with failure to surrender suspended drivers license and driving under suspension.
Martez Ritwan Rodgers, 26, 1821 Jonesville Highway, Union, charged Thrsday with simple possession of marijuana other than first offense.
Erica Renee Dean, 21, 1111 Lakeside Drive, Apt. 47F, Union, charged Thursday with driving under suspension third offense, failure to surrender suspended drivers license and child restraint violation.
Melanie Trammell Payne, 36, 203 Wilson St., Union, charged Friday with unlawful use of telephone.
Toby Jerome Meadow, 39, 164 Peacewood Drive, Union, charged Monday with forgery and petit larceny.
Joe Curtis Davis, 47, 1031 Maybinton Road, Union, charged Monday with breach of peace.
Thomas Jay Elston, 19, 231 Hancock St., Union, charged Monday with consumption of alcohol under 21.
Shaina Nicole Austin, 20, 250 Old English Road, Union, charged Tuesday with consumption of alcohol under 21.
Aaron Mason Maness, 20, 118 Old Hickory Road, Buffalo, charged Sunday with breach of peace, petit larceny and possesion of beer by a minor.
