Some property owners in Buffalo could soon be getting a check from the City of Union.
Union City Council voted unanimously Tuesday to authorize Mayor Harold Thompson to offer the owners of four parcels of property in the Buffalo community a total of $2,101 for easements for the installation of a sewer line. The line is part of the city’s ongoing efforts to upgrade water and sewer service in the Buffalo area.
Utility Director Joe Nichols told council Phase II of the city’s Buffalo Mill Project requires the city acquire easements from property owners for the construction of the sewer line. Nichols said the property owners were contacted and asked to donate the easements. They did not do so and Nichols said the city was forced to have the property appraised in order to offer the owners just compensation for the easements.
The following addresses are the locations of the easements in Buffalo sought by the city plus the compensation it will offer their owners:
• 121 Jennings Circle — $330
• 118 Flat Drive — $1,084
• 113 Tucker Drive — $481
• 411 Flat Drive — $256 plus $150 for any repairs required as a result of the easement
The completion of the upgrades to the water and sewer systems will enable the city to eliminate a $10 monthly surcharge it has charged Buffalo residents since acquiring the systems in the 1990s. Nichols said the sooner the city gets those easements, the sooner it can complete the upgrades and eliminate the surcharge.
In other business, the council:
• Voted unanimously Tuesday to approve an incentive to promote the expansion of the city’s natural gas system.
Nichols explained to council natural gas service lines are installed by the city at a cost of $300. This covers the first 100 feet with each additional foot costing $1.50.
To better serve its customers, Nichols proposed the city offer a $300 rebate to each customer who adds a meter and a year-round appliance such as a gas hot water heater within six months of the installation of a service line. A customer who installed a gas grill or gas lighting would not qualify for the rebate.
Nichols said the rebate is retroactive from July 1 of this year. He said any customer who can produce proof they installed a year-round gas appliance since then within the six months of the installation of their service line will be eligible.
• Voted unanimously to approve the elimination of a $250 fee the city charges for the installation of underground residential electric service.
Nichols told council the city charges $250 for the installation of the first 100 linear feet of underground residential electrict service and $2.50 for each additional foot. He said a recent survey determined most utility companies do not charge for the installation of underground residential services.
His recommendation was the city eliminate the $250 fee for the first 100 linear feet and install underground service to all residential customers where practical. The city will still charge $2.50 for each additional foot over the first 100 feet.
• Voted unanimously to award the bid for the purchase of 13 in-car video cameras for the Union Public Safety Department to L3 Communications Mobil for $68,900.
Public Safety Director Sam White told council the new cameras will be an upgrade for the in-car video system the department already has. White said the system currently in place uses video tapes whereas the new one is digital. He said the images will be stored on computer eliminating the store video tapes and images will be of a higher quality.
