Union woman facing neglect charge

A Union woman was arrested earlier this week after allegedly taking for her own use the prescription medication of a man in her care.

Shirley Ann Dorsey, 62, 208 Mill St., Union, is charged by the Union County Sheriff’s Office with neglect of a vulnerable adult.

The incident report states a deputy was dispatched Aug. 25 to the Wallace Thomson Hospital emergency room to meet with a DSS worker in reference to a possible neglect of a vulnerable adult. The DSS worker told the deputy she received a complaint of possible neglect from EMS personnel after they transported the victim from a residence on Mill Street in the Monarch community.

EMS was called to the residence by Dorsey, the victim’s caregiver, because she could not get him to respond to her. When EMS arrived, the report states responders found the victim in a contorted position and his bed linens soaked with urine. When they arrived at the emergency room they made their concerns known to the physician on duty and he contacted DSS.

The report states when the deputy arrived at the emergency room he found the victim in a semi-conscious state, unable to stand or sit up on his own. There was a strong odor of urine coming from the victim’s person and there was redness to his backside according to the report, which appeared to be consistent with diaper rash. The victim also had an extremely dry mouth.

When questioned by the deputy and the DSS worker about the victim’s condition, the report states Dorsey said she last changed him at approximately 11:30 p.m. the night before. She said when she tried to wake him at 9 a.m. the next day he would not respond but she still waited until approximately 11:54 a.m. to call EMS.

The report states Dorsey had been the victim’s primary caregiver for the past year as his health had been deteriorating to the point where he couldn’t care for himself. It stated Dorsey also had power of attorney for the victim.

After further investigation, the report states the deputy learned the victim was prescribed Loratab and Valium by his physician. The report states Dorsey, however, could not account for the location of the medication. The prescripton was filled Aug. 3 for 103 Loratabs and 90 Valiums. The Loratabs were filled again Aug. 24 for a another 20.

Dorsey stated the medication might be at her residence but she was unsure. The DSS worker and the deputy went with Dorsey to her residence and allowed her to attempt to locate the medication. She was unable to produce it.

The DSS worker then set up a time for Dorsey to meet with her at DSS to continue the discussion about the victim’s care. A short time later, the DSS worker contaced the deputy and advised him Dorsey had admitted to filling the prescription for Loratab and taking them for her own consumption. Dorsey did not, however, know where the Valium was.

When the deputy arrived at DSS, he read Dorsey her rights and she agreed to answer his questions. The report states when asked about the missing 123 Loratabs, Dorsey said she gave the victim approximately 6-8 of them in the last 27 days since she had the prescription filled Aug. 3. The rest she admitted to taking for herself but still denied knowing what happened to the Valium. She declined, however, to give a written statement.

Dorsey was arrested and transported to jail. A victim’s form was issued to the DSS worker for the victim.

Failure To Register As A Sex Offender

A Union man was arrest Thursday after allegedly failing to register as a sex offender.

John Arthur Rutherford, 45, 132 Douglas Heights, Union, is charged by the sheriff’s office with sex offender registry violation third and subsequent offense.

The incident report states on Tuesday, Rutherford failed to complete his Sex Offender Register registration as required by state statute. It states Rutherford did not comply with the registration requirements as outlined by state statutes and the SC Law Enforcement Division for 2010 registration by Monday. Despite numerous discussions about his registration responsibilities, the report states Ruherford failed to pay his registration fee as require by law.

Shoplifting

Lisa Marie Ellis, 29, 901 Central Ave., Whitmire, is charged by the sheriff’s office with shoplifting and unlawful use of a telephone.

The incident report states a deputy was dispatched Saturday afternoon to a business at 6514 Whitmire Highway, Whitmire, in reference to a shoplifter. The clerk told the deputy Ellis came into the store and stole a pocketbook, baby wipes, candy and other items. When Ellis came to the register to pay for some other items, another clerk asked her if they could see what she had in her pocketbook but she refused. The other clerk then looked over her shoulder and saw candy and baby wipes stuffed in the pocketbook. Ellis then went out of the store to her car, placed the pocketbook in it then came back inside to finish paying for the items she checked out.

A store patron wrote a statement that Ellis did not have a pocketbook when she entered the building but had one when she left. The report states the deputy and the shift sergeant viewed the store surveillance video and saw Ellis enter the building without a pocketbook. Later, the video showed Ellis with a brown pocketbook and then showed her take the paper stuffing and price tag of a black pocketbook. She then placed the brown one back on the shelf and took the black one. The video then showed Ellis going down several aisles placing items in the pocketbook.

The report states the price tag was found and showed the pocketbook cost $10. The value of the other items was not known

While statements were being taken, the report states the clerk received a phone call from Ellis. It states the deputy could hear Ellis cursing and making threats against the clerk. It was after this she was charge with unlawful use of a telephone in addition to the shoplifting charge.

Unlawful Use Of 911

A woman whose 911 call claiming she was frightened for her life sent deputies and ememergency personnel scrambling to find her ended up in jail once it was learned she only wanted a ride home.

Marsha Ann Steed, 34, B6 139 Quinn Road, Clover, is charged by the sheriff’s office with public drunk and unlawful use of 911.

The incident report states 911 received a call around 11 p.m. Saturday from a woman — later identified as Steed — who said she was scared for her life. Steed said she was somewhere on the river in Union County but then 911 lost contact with her.

Deputies and other emergency personnel used boats to locate Steed on the river and the two males who were in her company. The report states they told the deputies no one had called for help and that no one was in danger.

A deputy got the number which was used to call 911 and determined it came from Steed. The report states Steed said she called 911 because she wanted to go home but was not in any danger. It further states there was a strong odor of alcohol about Steed and she was unable to stand on her feet.

Steed was arrested and given a ride to jail.

Malicious Damage

A Union man ended up in jail Aug. 20 after he allegedly damaged a motorcycle after being refused permission to ride it.

Dana Wesley Rogers, 22, 118 Hard Ranch Road, Union, is charged by the sheriff’s office with malicious damage.

The incident report states deputies were dispatched the morning of Aug. 20 to a residence at 218 Bailey Road, Buffalo, where the victim told them Rogers had shown wanting to ride his motorcycle. The victim said he couldn’t and when he turned his back Rogers took it out of the storage shed and dumped it on its side. He said he confronted Rogers who then left walking up Bailey Road.

Deputies photographed the damage to the 2005 Suzuki GSX600F motorcyle and helmet, including broken levers and gear box and scratched paint on both the vehicle and the helmet. The victim estimated the damage at $1,500.

The report states Rogers was located inside a residence at 332 Bailey Road. Deputies noticed Rogers was very intoxicated. After being read his rights Rogers was asked about the motorcyle and he said the victim allowed him to ride it and he had tipped it over.

Rogers was then arrested and transported to jail.

Incidents

The following incidents are being investigated by the sheriff’s office:

Trucks Stolen, Vandalized

A truck was among the $12,500 worth of property stolen from or vandalized at a business on the Riley Road sometime Monday night.

The incident report states a deputy was dispatched to 1243 Riley Road on Tuesday morning in reference to an open gate. The open gate was noticed around 8 a.m. by a detective with the sheriff’s office who said it had been closed when he drove by around 4 p.m. Monday. He sent the deputy to check the property to see if everything was all right.

When the deputy arrived, however, he noticed metal parts, tools and wires on the ground at the gate. He also noticed a window open at the back of the first building. There are two buildings at the site, both of which had been broken into.

The report states $500 worth of scrap metal, parts and wire was stolen from the first building. The second building, which contained four vehicles, had been vandalized with spray paint causing an estimated $500 damage. One of the vehicles, a late 1980s model Toyota truck with an estimated value of $4,000, was stolen. A black dual axle utility trailer valued at $3,000 was also stolen. The windows on a gray and black 1994 Chevy diesel and a white 1988 Chevy truck had been broken causing an estimated $4,500 worth of damage.

Grand Larceny/Vandalism

Mailboxes were pulled up from the ground and property worth more than $1,400 were stolen from a Pacolet area residence earlier week.

The incident report states a deputy was dispatched Wednesday morning to 202 Stonecrest Court, Pacolet, where the victim told him someone had pulled his mailbox out of the ground and put it on the other side of the driveway. Two other mailboxes had been pulled up and thrown in their yards at 203 and 204 Stonecrest Court. The combined damage was estimated at $200.

Later that day, the victim again contacted the sheriff’s office and said several items were missing from his 2004 Dodge Dakota which was parked in his driveway. The missing items are a Garmin GPS ($475), a can of Mace ($30), Fluke brand multi-meter ($600), and two partial rolls of #6 gauge copper wire totaling approximately 500 feet ($312).

The report states a witness observed three individuals in the driveway going through the car around 2:30 a.m. that morning. The three got into a small gray car with a loud muffler and left the area. One of the three was described as a white male, very tall and trim, wearing light-colored clothing.

Tools Stolen

A Dewalt jigsaw ($150) and Dewalt cordless drill ($150), a ram gun ($150) and a Telcon surveying scope ($1,000) were stolen from a white service truck parked at a shop on South Jonesville Highway. The theft occurred sometime between 8 p.m. Saturday and 7 a.m. Monday.

Burglary

With his young partner acting as a distraction, a man described as having a beard and a beer belly went into a house Tuesday afternoon and stole a checkbook and more than $1,000 in coins and cash.

The incident report states the victim was in her yard at 4357 Lockhart Highway, Union, just after 2 p.m. when two men in a truck pulled up in her driveway. The victim said one of the men walked up to her with a map in his hand asking about her property lines. She said he told her he was looking at some land and wanted her to show him her property lines. The woman said she walked around with the man and then he went to his truck and left. She said the man, who she described as white, 20-25 years of age, standing 5’11 and weighing around 180 pounds, was very nice to her.

What was not so nice, however, was the discovery the woman made when she went back into her house. The report states she initially discovered someone had stolen her checkbook out of her pocketbook. Someone had also moved boxes around in her closet.

The report states the woman and her husband later found other items missing, including $1,000 worth of coins including Kennedy half-dollars, Bicentennial quarters, silver dollars and Indian Head pennies. Also missing was $100 in cash and a credit card.

A witness who saw the burglars’ truck at the victims’ home described it as a champagne-colored Ford F-150. The witness said the passenger in the truck — believed to be the one who went into the house while his partner was walking around the yard with the victim — looked to be in his late 40s with a trimmed beard, predominantly gray but with some black/brown in it. The man was 5’11- 6 feet tall, weighing 220-230 lbs., fairly nice looking despite having a beer belly. He had dark-colored eyes and was wearing a baseball cap, green T-shirt and blue jeans.

Boat Stolen

A Jon Boat valued at $800 was reported stolen from a residence at 5285 Lockhart Highway, Union, sometime between Aug. 1 and Sunday afternoon. The victim said the boat, a 1989 12-foot aluminum Starcraft, was sitting on two sawhorses in his backyard when he last saw it. The VIN on the boat is STRZ27560989; title number is WAA 73570; customer number is C50055258; and the hull number is SC 837 BE.

Leaving The Scene Of An Accident

Deputies are looking for the driver of a black Chevrolet Impala that collided with another vehicle on South Main Street in Jonesville on Saturday morning and then drove off.

The incident report states the victim’s 2000 Chevrolet pickup was parked at 201 Main St. around 7 a.m. when the Impala, traveling east on Forest Street, disregarded a stop sign. The Impala, which was traveling at a high rate of speed, crossed the street into the victim’s yard and collided with the truck. The Impala then pulled back onto the road and left the scene traveling south, striking and destroying a highway sign. The report states the Impala had some kind of writing on the side and should have damage to its right side.

Damage to the victim’s truck was estimated at $500.

Malicious Damage

The back windshield of a brown 1992 Mercury four-door parked at 2241 Lockhart Highway, Union, was broken out sometime between 11 p.m. Aug. 19 and 1 p.m. Saturday. Damage to the vehicle was estimated at $500.

More Malicious Damage

No one apparently got inside the building, but a telephone box was burned off the side of a church at 526 Bobby Faucet Road, Jonesville. The incident occurred sometime between 9 a.m. Aug. 17 and 11 a.m. Aug. 20 and caused $200 worth of damage.

Still More Malicious Damage

The camper top to a truck was the target of a vandal or vandals who caused $200 worth of damage. The truck, a red 1994 Chevrolet S-10, was parked at 303 N. Second St., Union. The vehicle’s red Leon camper top was off the truck and at the side of the residence when the owner noticed a hole in its top. The damage was apparently done sometime between midnight-5 p.m. Aug. 20.

Even More Malicious Damage

Two tires on a 2003 MIT Galant parked at 128 Dana Tara Lane, Buffalo, were slashed sometime between midnight Tuesday and 6 a.m. Wednesday causing $200 worth of damage.

Vehicle Vandalized

Someone put sugar in the gas tank of a blue 2001 Ford Ranger while it was parked at 124 Boyd St., Union. The act of vandalism occurred sometime between 3:30 p.m. Aug. 19 and 10:30 a.m. Aug. 20 and caused $200 worth of damage.

Money/Debit Card Stolen

A woman who left her pocketbook in her car while she attended church got an unpleasant surprise when she discovered someone had stolen $200 in cash and her debit card.

The incident report states the victim left her pocketbook on the rear floorboard of her car while attending church at 153 Wyatt’s Chapel Church Road, Buffalo, on Wednesday night. The theft apparently occurred sometime between 5-9 p.m. The vicitm said her car may have been unlocked and she didn’t see any signs of forced entry. She said her pocketbook appeared disturbed as if the thief had placed everthing back the way it was.

The thief apparently wasted no time using the debit car. The report states the woman contacted her bank and was told a prchase in the amount of $168.42 was made with her card at a store in Spartanburg at 9:30 p.m.

Refrigerator Stolen

The sheriff’s office is investigating the theft of a refrigerator from a residence at 112 Harris Drive, Union. The theft is believed to have occurred sometime between Aug. 10 and 10 a.m. Tuesday. The refrigerator, which is white in color, has an estimated value of $120.

Vandalism

Someone caused $50 worth of damage when they knocked down a 911 residence marker and then used a riding lawn mowe to cut part of a backyard at 1006 Linersville Road, Buffalo, down to the dirt. The incident occurred sometime between 5 p.m. Sunday and 7:30 a.m. Monday.

Knife, Money, Medication Stolen

A knife, $30 in cash and some medication were reported stolen from a van parked at 197 New Hope Church Road, Jonesville, between 2 p.m. Aug. 21 and 3 p.m. Monday. The knife is valued at $15. The drugs stolen were Lortab, Nexium and a muscle relaxer.

Gas Drive-Off

A man described as an older white male with salt and pepper hair pumped $21 worth of gas at a convenience store at 4509 Jonesville-Lockhart Highway, Lockhart, and then drove off without paying for it Monday afternoon. The complainant said the man who was wearing a whit T-shirt and blue jean shorts, was in a white Mitsubishi Eclipse. After pumping the gas he left heading toward Lockhart.
