Richard Lee Gillliam, 40, 200 Kissy Creek Circle, Union, is charged by the Union County Sheriff’s Office with driving under the influence second offense, open container, driving under suspension second offense, failure to stop for a blue light, leaving the scene of an accident and resisting arrest.
The incident report states that on Wednesday night a Union Public Safety officer informed deputies of a reckless driver in a red Pontiac traveling west on Cross Keys Highway just outside the city limits. Deputies, who were parked on the highway across from the Riley Road, noticed a red Pontiac traveling at a high rate of speed. They were able to catch up to the vehicle near the highway’s intersection with Boatman Springs Road.
When the deputies switched on their blue light the vehicle stopped momentarily at the intersection. As deputies were attempting to call in a traffic stop to dispatch, the Pontiac drove away, turning right onto Boatman Springs Road. The deputies pursued the Pontiac for a half-mile with blue lights and sirens activated and reaching speeds of up to 64 miles per hour.
The report states the driver of the Pontiac lost control and the vehicle went down an embankment, landing upside down. As deputies exited their patrol cars to check on the Pontiac’s occupants, they saw Gilliam exiting through the driver’s window. They asked if there was anyone else in the vehicle and he said no, he was alone.
As deputies checked on Gilliam’s well-being, the report states he began running away. Deputies told him he was under arrest and to stop. He continued through the woods and had to be forcibly taken to the ground. Gilliam persisted in his refusal to comply with deputies orders, refusing first to turn over on his stomach and then not putting his arms behind his back.
Once he was handcuffed, deputies again asked Gilliam if he was alone in the car and he again said no. The report states deputies could smell the odor of alcohol about Gilliam’s person. When back at the roadway, EMS spoke with Gilliam only to be told that he did not need medical attention and refused to go to the ER with them.
When advised of his rights, the report states Gilliam said he had not been driving the car. He said a woman was the driver.
EMS then located the woman who they found pinned in the passenger seat. Deputies were advised the woman was pregnant. She was extracted from the Pontiac and transported by ambulance to the emergency room. The woman confirmed Gilliam was the driver of the vehicle.
Gilliam was transported to jail where he was offered a breathalyzer test which he refused. Deputies ran his driver’s license and learned it was suspended.
An empty case of Bud Light beer; an empty six-pack container of Bud Light beer; and an open 40 oz. bottle of Hurricane High Gravity Laager was found in the Pontiac.

The deputy spotted a vehicle matching a description given by the sheriff stopped at a gas station on the Bypass. The vehicle backed up to exit the parking lot and had turned left onto the Bypass when the deputy got behind it to conduct a traffic stop. The vehicle went through the red light on SC 215 and turned onto Sims Drive and pulled over.
The deputy then went to the vehicle and asked the driver for his license only to have the driver tell him he didn’t have it with him. The deputy then asked the driver — later identified as Cameron — to step to the rear of the car and explained the reason for the stop asking him for his name and date of birth so the status of his license could be confirmed. The report states Cameron gave the information but as the deputy attempted to contact disptach he saw Cameron reach into his left pocket, take something out and put it in his mouth.
Believing this to be a narcotic, the deputy ran over to Cameron and tried to make him spit the substance out.
